風險利益評估是人體試驗委員會審查重要核心。

如何使受試者的風險降到最低，相對於潛在利益；

包含受試者所冒之風險、有無安全合適追蹤、隱私及資料保密等措施，為降低研究對象的風險，得以觀察性研究取代介入性研究，並以檢查排除高風險受試者。
